"This is a definite need for Europe. The greens semi promised intervention - but have not really succeeded. Must be a Directorate-General - with the ability to implement required changes for matters concerning animal welfare. Must have legislative ability to withstand - and over-rule pharmaceutical giants, agricultural lobbies, religious interests, "cultural entertainment", meat industry practices - and all "industries" who profit from exploitation of animals. First off must be the elimination of the word "goods" when applied to animals. The Directorate would require a branch for immediate, real time powers of intervention/action - bypassing EU bureaucracies. Creation of a Directorate-General for animal welfare would be giant leap forward."
